Located in the vibrant city of Charlottesville, Carlton Views reflects a vision of creating inclusive, affordable housing that fosters community and enhances quality of life. Nestled near the Downtown Mall, Rivanna Trail, the historic University of Virginia, and Monticello, this thoughtfully planned development offers residents unparalleled access to the area's rich amenities and attractions while providing a modern, comfortable place to call home.
Carlton Views began with 54 apartments designed to Universal Design standards, accommodating residents with diverse needs, including those with disabilities. By collaborating with the adjacent Blue Ridge PACE facility—developed by Lynx for UVA and Riverside Health System—the community integrates affordable housing with essential services. This partnership empowers elderly and disabled residents to live independently in a mixed-use, mixed-income, multi-generational environment. The demand for such housing was evident, with the first phase fully leased within 45 days of opening. Financing for this phase combined Bank of America loans, VHDA permanent loans, and LIHTC equity, supplemented by grants from the City of Charlottesville Housing Trust Fund and a HOME Loan from Virginia's Department of Housing & Community Development. Units were income-restricted at 40% and 60% AMGI levels, built to Universal Design standards, and certified EarthCraft Platinum.
Building on this success, Carlton Views expanded with the addition of 48 more apartments in Phase II, maintaining the focus on affordability, accessibility, and sustainability. Of these, 12 units were designated for residents with disabilities, with affordability restrictions mirroring those of the first phase. Certified to EarthCraft Gold standards, this phase built upon the pillars of accessibility and sustainability. Financing again included support from Bank of America, VHDA, and LIHTC, with additional contributions from Charlottesville Housing Trust Fund grants.
By 2021, Carlton Views had grown to 150 units across multiple phases, delivering high-quality, affordable housing while preserving its commitment to accessibility and sustainability. Carlton Views embodies the belief that affordable housing should never compromise on quality. Through thoughtful design, sustainable practices, and strong community partnerships, the development exemplifies how underutilized properties can be transformed into vibrant, inclusive communities that serve as vital assets for Charlottesville’s residents.
